GNCAP - Referencing Safer Cars for Africa / India

The Global New Car Assessment Programme (Global NCAP) supports new car assessment programmes worldwide to promote the universal adoption of United Nations motor vehicle safety standards in vehicle manufacture. It also serves as a global platform for NCAPs around the world to exchange best practice in consumer orientated vehicle safety initiatives.

Safe vehicles play a critical role in both averting crashes (through braking systems and other active safety technologies) and reducing the likelihood of serious injury in the event of a crash (through passive safety design, such as crumple zones and air bags). There are a number of UN regulations on vehicle safety that, if applied to countries’ manufacturing and production standards, would potentially save many lives. These include requiring vehicle manufacturers to meet front and side impact regulations, to include electronic stability control (to prevent over-steering) and to ensure airbags and seat-belts are fitted in all vehicles.

New Car Assessment Programme (NCAPs) provide a five-star safety rating system for comparing cars, and help consumers judge the crash-safety of different makes and models. NCAP requirements for a good rating are often superior to minimum regional regulatory requirements and highlights areas of change.

With support from the FIA Foundation and Bloomberg Philanthropies, Global NCAP provides financial and technical assistance to programmes in the rapidly motorising countries and regions of Asia, Latin America and Africa. Car manufacturers have been shown to take advantage of a lack of regulation in many countries by minimising safety specifications and equipment far below the levels required in Europe and the US, while charging the consumer the same price for this sub-standard product. Through independent crash testing and high- profile media campaigns Global NCAP exposes this behaviour.

A 2016 United Nations General Assembly road safety resolution recognised the important role NCAPs play as a catalyst for improving vehicle safety standards.
